The Ministry of Education and Science (MES) requires the publishers who will respond to the call for submission of requests for the approval of an English language textbook for nine-year primary education to have achieved an annual turnover of almost a million euros for three years for printing textbooks for the same period of time in which it is not a single English textbook printed.

The publishers react that the public call is discriminatory and will only favor the publishing houses Ars Lamina and Arberia Design, which in the last few years have made huge incomes by publishing textbooks in almost all subjects, and publishers in foreign languages will not be able to respond to the call because they do not have generated income as required by the Ministry of Education and Science.
