As much as 11 million euros for a period of half a year were given by state institutions for contracts in private, without announcing an announcement.
This was shown by the Public Procurement Monitoring Report for the period January-June 2020.The key findings from the monitoring of the Center for Civil Communications show the following.
The institutions do not consult with the business sector in order to improve the tender documentation, and thus the public procurement process itself. In the monitored period, technical dialogue was conducted for only 1.4 percent of the tenders, and in this symbolic process of consultations, omissions are noticed.
In the monitored period, through the non-transparent negotiated procedure without publishing an announcement, contracts worth 11 million euros were concluded, which is 15% more than the same period last year.
One or no bid was submitted for every third tender. The competition in public procurement in the first half of 2020 indicates a minimal improvement compared to the same period in 2019, but deterioration compared to the whole of 2019.
