It is doubtful and unclear how the army deserter Kovachevski obtained and still possesses a security certificate for access to state secrets, considering that he submitted a document stating that he is permanently disabled in order to avoid military service, points out Dragan Kovachki, MP and member of the VMRO-DPMNE Executive Committee.
“Regardless of whether the deserter Kovachevski is really permanently incapacitated or he falsely presented himself as permanently incapacitated, he should not have received and kept the security certificate, that is, he is not able to perform the duties of a prime minister. According to Article 4 points 11 and 13 of the Decree on the Security of Persons Users of Classified Information, an obstacle to obtaining a security certificate is demonstrating dishonesty, disloyalty, untrustworthiness, as well as if the same person suffered from an illness that could be an obstacle in his judgment,” says Kovachki.
