Surplus of doctors in public healthcare, shortage of nurses, says HIF head

In almost all public healthcare institutions, we probably have a surplus of doctors, and a shortage of nurses and staff to support healthcare work, Health Insurance Fund (HIF) director SashoKlekovski in a statement on Friday.

“One can be an orthopedist, urologist, ear, throat, nose, and not work in a room, because there are also diagnostics, there are also internal medicine measures. Not all surgeons perform classic surgery. However, even in classic cases of surgeries, there are surgeons who do not enter the (operating) room, this is not something unheard of,” said Klekovski.

“The Government has established a criterion for sustainability, because you know that the Fund should pay for services, not the budget of a health institution. The Government has set an 80% invoiced amount for services in relation to the budget, and all those that are above 80% are considered sustainable. Such are, for example, public health centers or most internist clinics at the Mother Teresa Clinical Center. Everything below 80 is considered unsustainable and by decision of the Government, for political purposes, the Fund continues to finance them even though they do not provide as many services as they spend financial resources,” Klekovski said when asked whether hospitals and public health institutions justify, and to what percentage, the money that flows into them from the health fund, i.e. the Fund.
