Macedonia cannot declare a state of emergency because there is no law on state of emergency

State of emergency throughout the entire country immediately, wrote Law Professor
Tanja Karakamiseva on her Facebook account, stressing that a state of emergency
cannot be declared.
Karakamiseva explains her proclamation, stressing that it is quite legalistic.
"As there is NO LAW ON STATE OF EMERGENCY, such a law has never been
enacted so far, we do not need another legal framework. Macedonia has a Crisis
Management Law", wrote the professor.
The law, Karakamiseva adds, also allows the army to be involved in order to manage
the country. She points out that the Law on Crisis Management is not a state of
emergency.
