The latest scandal with the certificates is just the tip of the iceberg called the incompetence of the government. It happens for the first time at the end of the school year that no certificates are distributed to the students and according to Carovska’s ministry, they will probably be distributed only before the beginning of the new school year. Obviously, like the beginning of the school year last year, the end of the school year has now surprised the authorities.
