Starting January, new hires in the public sector will not need a signature from the Ministry of Finance.
Now, all ministries, public enterprises, state-owned joint-stock companies, directorates, agencies, institutes and municipalities will make their own employment plan, which will then have to be approved by the institution under which they are managed.
Employment advertisements will be published only with a statement from the head of the institution. The one who hires more than what is written in the annual plan and spends more of the money than he has planned for will be criminally liable. They will have to sign a new statement for each advertisement. If we are talking about enterprises that are loss-making and need new employment, then the Government or the municipality itself will make a decision on it.
