Modular hospitals were set up throughout the country during the Covid pandemic as “urban equipment”. In order to make it possible for a hospital to fall into the category of “urban equipment”, the then government of SDSM and DUI changed the Law on Construction through an emergency procedure, which enabled the Ministry of Health to issue permits for their installation, VMRO-DPMNE said in a press release Sunday.

“During the Covid crisis, Venko Filipche was the then-Minister of Health, and the hospitals were purchased as goods, which could not be used as facilities for healthcare activities. The technical specification, however, was prepared by a person appointed directly by Venko Filipche. The Cadastre refused to register the hospitals because they were purchased as goods and there was no supervision report, in accordance with Article 74 of the Law on Construction, which was required for their registration. In the case of the modular hospital in Tetovo, where 14 people lost their lives in less than two minutes, Artan Etemi, the then economic director of the hospital, was against the installation of this type of facility because there were no connections, there was no supervision, and there were no funds available to pay for the connections. However, Venko Filipche still decided to put the modular hospitals into use,” the ruling party accused.
