Macedonia’s Minister of Culture and Tourism Zoran Ljutkov announced Monday that after a long period of administrative and legal obstacles, the process for the construction of the Universal Hall in Skopje has kicked off.

The minister noted that “it is a building that represents a significant monument of culture and tradition, which should be completed by the end of 2027, and will also be part of the program preparations related to the European Capital of Culture 2028.”

Ljutkov explained that in the past, the process was delayed due to legal and administrative ambiguities, as well as due to shared management between the City of Skopje and the Ministry of Culture in the past.

“The moment we overcame all obstacles, we continued with the procedure. The Ministry of Culture and Tourism, through the Government, is the investor of the project on a ‘turnkey’ basis. In the past, the project was divided into phases, and now it is being implemented as a whole,” Ljutkov said.

The minister added that a sum of approx. EUR 20 million had been secured for the construction through the Government and the Ministry, emphasizing that Skopje would finally receive a renovated cultural facility of great importance for the capital.
