former Minister of Health Venko Filipche, former Oncology Clinic directors Nino Vasev, Nehat Nuhi, and Irina Sotirova Bukova as well as former Health Insurance Fund directors Stevo Krstevski and Faton Ahmeti, all of them have political responsibility for the PHI University Clinic for Radiotherapy and Oncology scandal, the Inquiry Committee determined in its report.
The conclusions indicate that the responsibility was established as a result of the following: Violation of the positive by-laws regulating the organization, management and control of health facilities; failure to act in accordance with the legal powers granted to the health system; and the violation of constitutional principles
