The Macedonian Parliament adopted the Law on Pardons, according to which a pardon can only be granted if a final court verdict has been passed. With the new Law proposed by the Ministry of Justice, the President can grant pardons only for verdicts, and not for criminal prosecution of certain persons.
The reasons for the adoption of the Law on Pardons derive from the shortcomings and legal gaps in the existing law that were found in its practical application, as well as from the need for more precise regulation of certain issues regulated by the Proposal.
What is important is that it has precise deadlines and specifies the credentials of all stakeholders participating in the process.
