When the Parliament is functional and at full capacity the country cannot declare a state of emergency, Law professor Borce Davitkovski told SDS.mk, after Zoran Zaev’s plan to declare a state of emergency because his coalition can’t muster enough votes to adopt almost any piece of legislation in the Parliament.
“It’s somewhat stupid and rash to mention declaring a state of emergency while the Parliament is at full capacity. On one hand you want to conduct a census, and on the other – a state of emergency? Mixed up a little? You can declare a state of emergency if the Parliament is non-functional, but currently it is functional,” Davitkovski said.
