German-French non-paper an attempt to accelerate EU accession of the Western Balkans, says EU Ambassador Rokas

I cannot yet say what the outcome of the German-French non-paper on accelerating the enlargement of the European Union will be, which was presented today at the EU-Western Balkans summit in Tivat, EU Ambassador to Macedonia Michalis Rokas said Saturday.

“The talks in Tivat are still ongoing and I cannot say what the final outcome of Macron’s non-paper is. I think this is an attempt to remove the administration, to speed up the process and to make it easier by gradually introducing all the necessary procedures for the accession of the Western Balkans to the EU,” Rokas said.

The Franco-German non-paper calls on the European Commission to prepare proposals to facilitate the gradual integration of candidate countries into the EU, including privileged access to the European single market based on their progress in accession negotiations, as well as stronger links with the European institutions in the daily decision-making process.

The document, entitled “A new impetus for enlargement ahead of the EU-Western Balkans summit (5 June 2026) and the EU-Moldova summit (22 June 2026)”, assesses that “enlargement remains one of the most attractive offers and most influential political tools at the Union’s disposal”.

“Enlargement policy needs a new impetus. The upcoming summits with the Western Balkans and Moldova represent an opportunity that we must not miss. Our common goal is to complete the Union as a true EU”, reads the text.
