SMART licensing system rollout – full digitalization of state licensing for public institutions

The Ministry of Digital Transformation unveiled Sunday full digitalization of state licensing, introducing a SMART licensing system for public institutions. Minister of Digital Transformation Stefan Andonovski told Sunday’s press briefing that the model enables easy and quick license validation via digital requests, electronic registry, QR code tracking and verification.

According to the minister, the rollout of SMART licenses for public institutions is yet another practical step in the digital transformation of services.

“A single scan verifies the official status of the license, whether it is valid, suspended, revoked or in process. This means that a citizen, company, inspector or other institution is not verifying an old copy or document, but rather verifying the current status. SMART licenses enable citizens to quickly verify the validity of a license, companies get increased legal transaction certainty, reduced subjectivity in administration and slashed waiting times, whereas institutions get an electronic registry available in real time with less paper and requests for confirmations, and better inspection and public control,” said Andonovski.

The minister stressed that there was no way to verify validity until now, but this would now be made possible through a live registry accessed by scanning a code from the license.

Andonovski noted that the process will not be implemented in all institutions at once, but the state issues a large number of licenses, and the system is easily adaptable and can be used for licenses in transport, logistics, insurance, hotels, judiciary, environment, urban planning, and building permits.
