More than 1,800 public healthcare employees have filed lawsuits against healthcare institutions, and the total value of the claims has reached EUR 2.18 million. According to information presented at a briefing at the Health Fund, lawsuits have been filed in 62 out of a total of 108 public healthcare institutions in the country.
Health Insurance Fund (HIF) director Sasho Klekovski says that most of the lawsuits are related to unpaid wage supplements – for overtime work, night shifts, work on weekends and holidays, bonus wages and jubilee awards.
“The lawsuits mainly arise from problems in the application of the Law on Labor Relations and Collective Agreements. The real financial burden on public healthcare may be significantly higher, since a large part of the procedures have not yet been completed,” Klekovski said.
The highest amount of lawsuits has the Bitola Clinical Hospital with MKD 16.8 million, while the hospital in Kumanovo has the most plaintiffs – as many as 317 employees.
The Health Insurance Fund warns that the number of lawsuits may increase further. The Kratovo Public Center was cited as an example, where about 65 new lawsuits have been announced during 2026, with claims of over MKD 3.5 million.
The Fund also presented the analysis of wages in public healthcare, which includes 18,872 employees in 12 types of healthcare institutions for December 2025. According to the data, the average total net wage in public healthcare was MKD 50,039, while the average basic wage was MKD 37,660.
