Public administration reform cannot be successful if it is implemented exclusively in institutions. It must be built together with citizens, through partnership, transparency and active participation in policy-making processes, Macedonian Minister of Public AdministrationGoranMinchev said at the fourth regional conference “Citizens First: Decade of Improving Citizen-Centered Public Administration” held in Belgrade, on the occasion of ten years of the WeBER initiative in the Western Balkans.
In his address, Minister Minchevsays that the essence of reforms is not only in institutional changes, but in creating an administration that delivers concrete results and strengthens public trust.
“Successful public administration is not measured only through adopted laws, strategies and institutional changes. It is measured through the trust of citizens, the quality of the services they receive and their feeling that they are an active part of the decision-making processes” noted Minchev.
“Citizens must not be just users of public services. They should be active partners in their creation, because the best policies are created through dialogue, partnership and shared responsibility,” Minister Minchev pointed out.
