The Ministry of Justice organized an expert public debate Monday on the Bill on Confiscation of Property in Civil Proceedings, with the participation of representatives of judicial institutions, judges, public prosecutors, state attorneys, professors, experts and representatives of the international community.
Macedonian Minister of Justice Igor Filkov recalled in his address that in March 2024, the first Law on Confiscation of Property in Civil Proceedings was adopted, with which Macedonia began establishing a modern mechanism for confiscating property for which there is a reasonable suspicion that it was acquired from illegal sources, regardless of the outcome of the criminal proceedings.
“Through the analysis of existing legal provisions and consultations with the professional and academic community, institutions and international partners, needs were identified for more precise and clearer regulation of several issues, in order to create a functional and legally sustainable system,” Minister Filkov noted.
The minister stresses that the new Bill provides for specifying the conditions for initiating the procedure, clearly defining the competencies of the institutions, establishing mechanisms for financial analysis and determining disproportion between property and legal income, regulating measures for securing property, as well as protecting the rights of affected and conscientious persons.
