Starting from February 1, 2026, thousands of families – including families with disabilities who are beneficiaries of the Guaranteed Minimum Assistance (GMA) – have been left without health insurance. This situation directly threatens one of the most fundamental human rights: the right to health care, the Coalition for Advocacy for the Rights of Persons with Disabilities “Menuvame” said in a press release Thursday.

“Without health insurance, beneficiaries are denied access to basic medical services such as medical examinations, regular check-ups, therapies, medicines and continuous treatment. For vulnerable categories, this is not an administrative issue – but a matter of health, dignity and survival.

This alarming situation is the result of institutional negligence and mismanagement by Minister Fatmir Limani and Deputy Minister Gjoko Velkovski from the Ministry of Social Policy, Demography and Youth,” accused the “Menuvame” coalition.

To confirm the real situation, the “Menuvame” coalition conducted field visits to the Social Work Centers, where it was convinced that “the system is operating at the lowest level”.

“It is important to note that this collapse is not the responsibility of the employees, who are doing their best in extremely difficult conditions, but the responsibility of Minister Limani and Deputy Minister Velkovski, whose decisions – or lack thereof – brought the system to this point.

Despite several attempts, the coalition requested explanations from Minister Velkovski, but there was no response yet again. Silence, in this case, is equal to irresponsibility. The “Menuvame” coalition will not remain silent while citizens are stripped of their basic rights,” reads the release.
